Project Development

In this role, you will work as part of the Project Development team to develop strategies and proposals for infrastructure public-private partnerships (P3s) across North America, including the financing, construction, operations and maintenance of public infrastructure such as highways, bridges, tunnels and rail. This position on a P3 pursuit is a central figure of the team leading the efforts of the team to develop and submit a proposal under varying P3 procurement and delivery models (and, as the case may be, to reach financial close). You will coordinate and lead across a broad spectrum of infrastructure development activities, including market tracing, review and negotiation of project agreements, managing advisors, development and implementation of financing structures, and coordination with contractors and technical teams primarily responsible for design, construction, and operations and maintenance strategies. The position provides an opportunity to be directly involved in some of the largest and most exciting, high-profile infrastructure projects in North America.

Responsibilities

  • The general organization and schedule management of ongoing project pursuits through each stage of the procurement, from initial analysis through development of the technical and financial proposal and, as the case may be, up to financial close;
  • Management of the bid budget and schedule, and general oversight and coordination of internal and external resources; Selection and management of advisors;
  • Representation of the team in front of the various stakeholders, including public authorities, partners (including contractors), advisors and financial institutions;
  • Review, analysis and negotiation of contracts with public authorities, contractors, lenders and advisors;
  • Constant interaction and coordination with designers, contractors, operations and maintenance teams, and advisors to develop an in-depth understanding of technical challenges and solutions on projects;
  • Supervision and coordination of the technical (operations and maintenance and traffic & revenue), legal, financial and insurance committees during the development of the bid;
  • Advising leadership regarding the overall bid strategy;
  • Negotiation of all business areas of P3 infrastructure projects, including legal and financial agreements; financial plans and strategies; due diligence process for sponsors, lending institutions and credit rating agencies; drop-down agreements with design-build contractor, operations and maintenance contractor, etc.; and traffic demand studies;
  • Analyzing and managing project risks including development of reports and presentations to senior management;
  • Organization and participation in the drafting and review of various written work products, including responses to client inquiries, project qualifications, and proposals.
  • Business development activities including partnering meetings, conferences, and participation in industry organizations and events;
  • Research and development of potential public-private partnership projects, including feasibility studies, and assess the financial, legal, technical and policy aspects of various opportunities.

Qualifications

  • This position reports to the Vice President of Project Development.
  • Bachelors in related field required; with a range of experience between 2 to 10 years including in the P3 environment.
  • Strong analytical skills with the ability to learn quickly in a fast-paced environment.
  • Strong ethical and moral character; sound judgment.
  • Excellent organizational and coordination skills with the ability to effectively manage time, priorities, and multiple deliverables.
  • Solid communication skills (both written and oral) with the ability to, for example, contribute to bid submission documents, develop contract reviews, and clearly and concisely summarize information for purposes of management review and discussion;
  • Ability to travel (25%, up to 50%).
